TAP Resource Development Group’s mission is to assist individuals, managers, and organizations face the challenges presented by change.  Effective development, whether it be individual or organizational, must be founded on a holistic or total systems approach to development that brings together all aspects of who we are as both individuals and organizations.

For our municipal clients, we offer a number of services, all based on the importance of understanding your strategic focus, culture (how you do things in the organization in order to succeed) and leadership, and the alignment of culture, leadership and process with strategic focus. These issues are at the very core of organizational effectiveness and if not considered can and often do create barriers to effective change.  We recommend that any change or development program (everything from strategic planning to competitiveness studies to automation) include a thorough understanding of the organization, its core issues, and its strategic direction. And that a Strategic Action Plan be created to ensure that the organization ends up where it wants to be. 

Too often, we see organizations responding to symptoms rather than dealing with core issues.  At best, responding to symptoms can waste precious resources.  Most often it pulls the organization off course creating a worse situation than before.  By dealing with core issues we have found that organizations can increase the productivity of their employees by at least 10% and often more.  This type of improvement can have a significant positive impact on the level of service you provide your customers and on your overall effectiveness.
