An Organizational Performance Management System (OPMS) is designed to integrate a results focus into the very being of your organization.  It also helps align leadership with strategy in a way that is particularly beneficial for many types of organizations.  An OPMS also creates an environment where change can be created and implemented in a positive way.  It is designed to get the organization on the “winning” track, foster momentum, and celebrate “wins” all along the way.

A recent study by TAP Resource Development Group of almost 200 water and wastewater utility managers from various sized utilities provided some interesting results. Each organization studied has a common Strategic Focus; providing their customers with consistent, reliable, dependable service at a low total cost. The study found that managers within these organizations scored lower in the areas related to task and task accomplishment (results) than what research indicates is desirable for a well lead municipal organization in today‘s competitive environment. 

A second study of over 80 organizations of all types, including municipal found that 63% of the time leaders experience their own organizational cultures significantly different than their employees do.  This is very important for leaders wanting to design effective organizational development programs focused on performance and results.  Municipal leaders and the programs they design to achieve results must support the organization’s strategic focus and fit with the overall culture of the organization.

Although many organizations set goals, what is usually missing is a balanced process for setting, integrating, and tracking their goals and celebrating their successes.  Also often missing is a leadership team focused on results. An OPMS sets the framework to resolve these issues and create a balanced system designed around the needs of the organization.  In fact, for most utilities, it becomes the central management system for the organization.
